Singapore’s financial spine cannot afford to treat Anthropic’s Mythos as mere industry noise. That was the lesson when senior US financial and regulatory leaders scrambled a special meeting after a developer decided — responsibly or dramatically — to withhold a powerful AI model. The model reportedly found weaknesses in browsers and operating systems. Local authorities reacted: on April 15, the Cyber Security Agency of Singapore issued an advisory urging organisations to patch critical vulnerabilities. That advisory was not a polite suggestion. It was a loud wake-up call.

Why this matters here, now

Singapore is a global payments and treasury hub. The region routes trade, capital and clearing through these systems every day. A targeted AI-driven probe that automates vulnerability discovery could morph into a service-level outage, delayed payrolls, failed card transactions and, worst of all, a collapse of public confidence into a system built on reliability. Ordinary frustrations — a salary that doesn’t arrive, a bank app that won’t open — are the visible end of something far more dangerous underneath.

Feelings run high when trust is violated. A small business owner once shared a real story at a roundtable: customers stopped paying invoices because receipts weren’t reconciling after a weekend outage. Frustration turned quickly to fear. That anecdote is not isolated. In 2025 scams cost Singaporeans $913 million; phishing involving local bank brands continued into 2026 with dozens of reported cases and hundreds of thousands in losses. If AI can convincingly impersonate banks and regulators, scams will become vastly more convincing and far harder to spot.

Policy is ahead in parts, but gaps remain

Monetary Authority of Singapore frameworks — FEAT principles and the Veritas initiative — are not empty gestures. Project MindForge and research at local universities show a readiness to think beyond compliance boxes. But present policy focus has mostly been internal: how institutions must use AI responsibly in-house. That is essential. Yet the new threat vectors arrive from outside, often embodied in tools and agents developed by outfits with no ties to financial institutions.

Traditional defensive architectures were designed to detect known signatures and familiar tactics. An AI capable of discovering zero-day weaknesses shifts the playing field. What used to be a single technical flaw becomes a system-level crisis: cascading outages across payment rails such as FAST and MEPS+, settlement delays, cross-border contagion. The architecture that defends each bank separately will not stop a shock that propagates through shared infrastructure.

From penetration testing to economic world models

What is needed is not only better patching or more regulation. It is rehearsal. Think of it as building flight simulators for the financial system: market-scale, agent-based models that replay shocks and show how behaviour ripples through institutions, customers and technology. These are not hypothetical toys. Prototypes already exist at local universities, and Singapore is perfectly positioned to scale them into operational tools for regulators and industry.

Imagine a simulation that combines payment flows, customer behaviour, counterparty exposures and automated market responses. Run a scenario where an AI-driven exploit takes a popular cloud service briefly offline. Watch how payrolls queue, how merchants reroute transactions, how market-making algorithms withdraw liquidity, and how retail customers respond on social media. That complexity is uncomfortable, but necessary. It teaches more than compliance checklists ever will.

Cross-border cooperation is non-negotiable

Singapore sits at the crossroads of regional finance. A meaningful defence must be multinational. Convene banks, regulators, tech providers and researchers. Share scenarios. Stress-test regional payment rails. Build multilingual models and digital twins of the financial system — not as proprietary toys produced overseas, but as local infrastructure augmented by local universities and labs. Relying exclusively on foreign-built systems risks blind spots and late responses.

Here is a practical roadmap: fund market-scale simulations under MAS leadership; mandate joint stress tests across major clearing banks; create secure data enclaves for scenario experimentation; and require providers of critical infrastructure to participate in coordinated patch-and-test cycles when advanced capabilities like Mythos are disclosed or suspected. Parallel investments in talent and tooling will make those simulations credible.

Resolve, not panic

Healthy scepticism about the worst-case claims of any vendor is reasonable. Overstating capability benefits markets in the short term for some firms. But prudence does not wait for absolute proof of catastrophe. When the direction of risk becomes clear, policy and preparedness must move first. That is not alarmism. That is governance.

People do not care about model risk or academic debates when their wages do not clear, when card payments fail at the point of sale, when a scam drains a life-saving fund. Protecting reliability is protecting livelihoods. Singapore has the regulatory imagination and research capacity to lead here. The choice is simple: build the systemic rehearsals, mobilise partners across borders, and treat advanced AI-driven threats as a component of critical infrastructure risk — or accept that the next major disruption will arrive faster and more unpredictably than expected.

Act decisively. Convene broadly. Simulate relentlessly. The Mythos episode was a warning shot. It should be treated as the start of a strategic response, not a footnote.
